HIFLD Open is retired and EIA's Energy Atlas BA layer requires a token; this is a third-party verbatim republication (HIFLD schema incl. SOURCE/SOURCEDATE/VAL_DATE). as_of = newest VAL_DATE/SOURCEDATE in the layer, i.e. the boundary vintage, not the fetch time.

How to read a balancing authority map

Balancing authority boundaries follow the utilities inside them, not state lines, so a single state can sit in several BAs. The largest regions are the market operators listed above; the rest are vertically integrated utilities and federal power marketing agencies that balance their own areas.

Pair this map with the power plant map to see which generators sit in which region, or the nodal map for prices inside the market regions.

Balancing authority map FAQ

What is a balancing authority?

+

A balancing authority (BA) is the entity responsible for matching electricity supply to demand, in real time, inside a defined area. Some are ISOs or RTOs that also run wholesale markets; many are individual utilities or federal power agencies.

What does a BA map show?

+

A BA map draws the footprint each balancing authority is responsible for. Boundaries follow the service areas of the utilities inside the BA, so they are irregular and can have holes.

Is a balancing authority the same as an ISO or RTO?

+

Not always. Every ISO/RTO is a balancing authority, but most balancing authorities are not ISOs. The balancing authority map separates the two where the source data does.

Where does the balancing authority map data come from?

+

Boundaries come from the HIFLD control-area layer named in the source line, simplified to about 1 km; the as-of date is when those boundaries were last validated, not the fetch date. BA codes follow EIA’s Form EIA-930 respondent list and stay unknown where a boundary could not be matched to one. No shapes are drawn by hand.
